It is not known what has happened to Tsui Fuk. The only evidence against him was that of Kong Ngau Ying, now dead.
The two intermediaries between the Police Authorities at Canton and the gang of murderers Yeung Tsing Kai and Ng Shui Shang alias Ng Lo Sam are residing at Canton and have not been punished except that the last has been banished from this Colony for five years from August, 1901.
The evidence against these persons is not believed to be such as would secure the conviction in a Chinese Court of employés of the Chinese Government.
Li Ka Cheuk who as Commander of the Canton City Guard organised the murder was for some offence in China banished to Mongolia in April, 1904.
One of the murderers is dead.

In the above circumstances, which on the whole are not encouraging to the perpetration under the sanction of the Chinese Government of crimes of violence in this Colony, and taking into consideration the unlikelihood of being able to obtain in the Chinese Courts a conviction of either Yeung Tsing Kai or Ng Shui Shang or of getting any compensation for the family of the murdered man from the Provincial Government, I do not propose to take further action in this murder case beyond suggesting to Sir Ernest Satow the advisability of making some representation at Peking which will make clear the serious view taken by the Hongkong Government of any attempt by Chinese Officials to violate British territorial rights.
